Hey Kruse,
Since this thread is still open with no more comments- I will close this one after saying the following things:
To 1.) We discussed it very often and came always to the conclusion that a lone commander - even if he is with other cav - can disrupt bots in too many ways and that it is too hard to control a lone commander if the cav group is nearly destroyed.
To 2.) It is in admin decision to act in such situation. But usually it is only used if there is an arty battle or if no side has the possibility to win with a good tactic.
To 3.) I would love to see that rule alive but you know--- no chance
