Their Crime: talking crap in the chat and generally being a nuisance. I have checked his account in Leaderboard and at about 10pm he only had 1 kill and 5 deaths, yet he seems to know Lordiex and troll him under a ridiculous name. I suspect he may be a banned player since it looks like he's using a new account and all he did (and is still doing as I speak) is trolling in the chat. 
Evidence: His chat would be in the logs.

Hello.

While the new GUID may be suspicious, we do not have any evidence of this player being someone evading a ban so far. The chat behaviour of this player as seen in the logs has not been sufficient to merit any kind of punishment, much less a ban, which is why I will be denying this request.
